Johnnie To and Stephen Chow collaborated for the first time in 1992 in Justice, My Foot! which turned out to be a box-office hit. Next year in 1993 they made The Mad Monk based on a Chinese legendary who helps the poor and upholds justice by fighting against the corrupted officials. Stephen Chow successfully turns this figure into a hilarious character to amuse his audience! A petty and arrogant god Dragon Fighter Lo Han (Stephen Chow) receives an order to change the lives of three bad people on earth. He therefore reincarnates as a Monk and starts working on a trio of, unfortunately for him but to viewers’ delight, a beggar (Anthony Wong), a prostitute (Maggie Cheung), and a killer …
In Heaven, a radical Dragon Fighter Lo Han (Stephen Chow), a petty god, is at variance with other gods on systems on earth and in Heaven. He and Tiger Fighter Lo Han (Ng Man-tat) nearly get punished and made animals on earth. Luckily, Goddess of Mercy stands up for him, and it is decided that unless he changed 3 bad men on earth into good citizens, he will be penalized with retransmigation. So Dragon Fighter comes to earth in the form of Monk Chai, the son of a magistrate. Tiger Fighter Lo Han who comes down to help him, however, turns unexpected into a dullard and gets normal only when the moon is clouded.
Leading a carefree life, Monk Chai preaches and tries to keep close to three human dregs-a prostitute Pai Hsiao-yu (Maggie Cheung Man-yuk), a beggar Ta Chung (Anthony Wong) and a cold-blooded killer Yuan Pa-tien (Huang Chih-chiang). Tact and magic enable Monk Chai to transform Hsiao-yu and Ta Chung, who soon go straight. However, Pa-tien, bribed by Heh Lo-sha in hell, becomes his stooge to go against him by killing Ta Chung and persecuting Hsiao-yu. Finally, Chai has to use violence to overpower Pa-tien to expose Heh Lo-shaÂ’s plot. As a result, Pa-tien kills himself and vows not to reincarnate into human form again.
Hsiao-yu falls in love with Monk Chai and disfigures herself without winning his love. Though unable to accept this mundane love, the Monk gets inspired with the idea that earth has love as guided by Goddess of Mercy. Seeing the success of Dragon Fighter Lo Han, Tiger Fighter Lo Han urges him to return to Heaven. Monk Chai vows to eliminate the evil Heh Lo-sha for earth first, but is beaten and dies a martyr. Mission over, the Monk wins the recognition of the other gods and becomes a god again, but he determines to come down to earth again to salvage the world.
